With SECO funding, the IMF provides technical assistance for government finance statistics (GFS) to EU candidate countries in the Western Balkans. As a part of the project Improving Capacity for Government Finance Statistics (GFS) in South-Eastern European Countries, the CEF acts as a regional hub for the IMF missions. In addition, knowledge sharing events that will bring together finance officials to discuss the IMF and EU reporting requirements, will be organized in cooperation with the CEF.

Finance officials from central banks, ministries of finance, and statistical offices are responsible for compiling fiscal statistics. This learning initiative will advise the compilers of statistics on developing GFS data and data reporting, both to the IMF and the EU (the Maastricht deficit and debt and the Excessive Deficit Procedure). The participants will also have the opportunity to exchange views and experiences and strengthen cooperation.

Faculty

Deon Tanzer, IMF

Deon is an economist at the Government Finance division of the IMF Statistics Department. He joined the IMF at the end of 2013, after working for Statistics Netherlands for 7 years, mostly as a senior statistician in the Government Finance Statistics department.  He attained his Master of Arts, majoring in development economics and transitional economics in 1999 from the University of Amsterdam. He also has experience as a labor market researcher for Ecorys Netherlands. Deon is both a Dutch and South African national.

Hendrik Tillmann-Zorn, IMF

Hendrik is an Economist and Political Scientist and holds a PhD in Economic Sociology. At the Max-Planck-Institute for the Study of Societies in Cologne, Germany, he became an expert for fiscal statistics. After leaving academia in 2008 he worked several years as a consultant for The Boston Consulting Group, largely in the financial services industry. In 2012 he then founded his own firm for business video production. He also works as a GFS expert for the IMF.

David Bailey, Office for National Statistics, UK

David has worked at the UK Office for National Statistics in Government Finance Statistics since 2009. He heads up the public sector finance team who publish monthly UK fiscal statistics as well as transmitting quarterly and annual data to Eurostat, the European Central Bank and the IMF. David also chairs the UK classification committee who are responsible for establishing the UK public sector boundary in accordance with national accounts principles and guidelines. He has worked as a short-term GFS expert with the IMF since 2016.
