Target audience

In order to obtain full profit from the workshop it is essential for participants to have firsthand experience with reorganization processes within their institutions. Participants should be (or have been) involved with these processes. Although tax lawyers and IT-managers are also welcome, the workshop neither covers specific technical tax matters nor specific IT-matters. Focus is entirely on organizational change and change management.

This workshop is aimed at participants of senior level, managers and/or consultants, either from head office of from regional offices. As the workshop will be held in English with no translation, participants should have a good command of English.

Course description

All tax administrations are susceptible to inside and outside changes. Pressure to adapt and reorganize can originate from many different sources and developments. For instance major alterations in legislation, new areas of activity, technological innovation, desired efficiency improvement, imposed budget cuts etc.

In this interactive course participants will learn about and explore various ways of coping with organizational changes. It will offer an opportunity to discuss different change strategies and problem solving practices. This will be supported by experiences and lessons learned from the Dutch tax administration.

The first day of the course will mainly focus on the characteristics and a theoretical framework applied to examples from the Dutch Tax Administration. In the second day more operational and implementation aspects will be discussed on the basis of case histories and experiences contributed by the participants themselves. The third day (morning session only) is reserved for general summary and concluding discussions.

  • Using a theoretical framework for strategic and operational change
  • Designing new organizational structures
  • Developing a reorganization plan
  • Handling of the implementation process
  • Finding appropriate levels of employee participation
  • Considering questions of evaluation and revision
  • Coping with consequences for clients and employees

Benefits to the individual

The prime objective of the course is to analyze the different triggers and inducements for change and to determine appropriate actions for a successful reorganization process. By approaching the above mentioned topics in an interactive and experience based way participants will acquire great insight into the dynamics, opportunities and pitfalls of small and large scale reorganizations of tax administrations.

No fee is charged for the officials working in the public sector.

The participants or their sponsoring agencies are responsible for travel insurance and covering the costs of travel, accommodation and per diem.
