Exploring Capacity Development Needs in CEF Members Countries

In our efforts to effectively support our member countries’ institutions to develop their capacities in public financial management and central banking, our clear understanding of their needs is indispensable. An important channel of communication is the group of our CEF Coordinators who are involved in the development of strategic learning capability of our member institutions. They work on ensuring that their institutions are ready for challenges of an uncertain and fast-changing global environment. As human resources professionals, they focus on strategic personnel retention and talent development, and meet periodically with us. At this year’s meeting in September, our Coordinators will – for the first time – be augmented by several groups of other key liaison officers in our member countries who will provide additional insight into capacity development needs in the main thematic priorities of our learning program and regional cooperation efforts.

During the meeting, our Coordinators will be assigned leadership roles, in line with their human resource functions. Through these roles, they will lead us in shaping a joint learning agenda, ensuring that all voices are heard, reflecting on the process of discussions, creating a shared memory, and communicating with external audiences. In addition to our Coordinators, we will welcome (a) the newly established program development committee to our central banking coursework, (b) the recently established group of representatives of tax administrations in our member countries, (c) the local coordinators of our certification programs, as well as (d) experts advising us on the delivery of strategic planning and budgeting training and networking activities.

The objective of the joint meeting is to reflect on our needs assessment efforts, and to update them, as needed; to inform participants about our upcoming learning program; to identify opportunities to further develop this program; to match it optimally to our members’ own reform efforts; and to seek opportunities to further strengthen regional cooperation.

The meeting will consist of joint and separate sessions of the different participant groups, and provide opportunities to address our thematic areas in more detail. An accompanying social program will provide informal networking opportunities. At the last day, our Coordinators will present the outcomes of the joint meeting to the CEF Advisory Board, which represents our donors and partners, and meets back-to-back to identify ways to strengthen strategic cooperation and coordination, and to establish new alliances in promoting capacity development in South East Europe.
