Accounting and Auditing

Our accounting program puts a strong emphasis on International Public Sector Accounting Standards (IPSAS) and on helping SEE countries strengthen their accounting systems by moving to accrual-based accounting. Our program for internal auditors focuses on the Public Internal Financial Control (PIFC), which has been developed by the EU to guide candidate and potential candidate countries in reforming their public internal control systems, or in introducing an internal control system across their public sector to ensure good governance and protect public resources. We offer accounting and auditing workshops program and certification programs for public sector internal auditors and accountants.

Accounting and Auditing Workshops

The 2018 learning program will address the cross-cutting nature of audit and accounting work within broader PFM reforms that support internal and external accountability, transparency and good governance in public sector institutions. We will maintain the focus on strengthening PIFC, external accountability mechanisms, and the priority issues in reforming national accounting and financial reporting systems to accrual accounting requirements. To support closer alignment with international standards and best practices in these specific areas, we will support capacity development of finance ministries as centers of reform coordination and line ministries as points of principal service delivery. We will focus on the roles and responsibilities of different PFM actors (managers, finance professionals, accountants, internal auditors), and strengthen the use of online and collaborative learning solutions, including training-of-trainers.

Public Accountants Certification Training (PACT)

We facilitate PACT that is internationally recognized professional qualification program designed by our UK partner, the Chartered Institute of Public Finance and Accountancy (CIPFA). It combines theory and practical experience; topics include managerial accounting, finance and contract management, International Public Sector Accounting Standards (IPSAS), various approaches in sound financial management, and audit and assurance. These issues make a sound base for public sector employees as they transition to accrual accounting and explore the steps to be taken as part of introducing IPSAS.

Training of Internal Auditors in the Public Sector (TIAPS)

To meet members’ increasing need to strengthen public sector internal audit systems, we facilitate internationally recognized professional qualification program TIAPS. Its curriculum focuses on the requirements of EU accession processes. The program has been designed in cooperation with our UK partner, the Chartered Institute of Public Finance and Accountancy (CIPFA).
