Accounting and Auditing

Our accounting program puts a strong emphasis on International Public Sector Accounting Standards (IPSAS) and on helping SEE countries strengthen their accounting systems by moving to accrual-based accounting. Our program for internal auditors focuses on the Public Internal Financial Control (PIFC), which has been developed by the EU to guide candidate and potential candidate countries in reforming their public internal control systems, or in introducing an internal control system across their public sector to ensure good governance and protect public resources. We offer accounting and auditing workshops program and certification programs for public sector internal auditors and accountants.

Accounting and Auditing Workshops

The 2017 learning program will in particular address planning of internal audit engagements according to international standards and managing internal audit units to explore how to add value. As auditing needs to keep up with budget innovations, such as program budgeting, we will also focus on reviewing efficiency and effectiveness as a part of program budgeting incentives. To promote co-creating of PIC, we will involve public sector managers and promote learning on the core concepts of risk management and internal control. We will further support better awareness of FMC among various budget users and engage finance officials in a discussion on the interdependence of public sector reforms. Our activities will support the constituency in upholding fiscal transparency through financial reporting.

Public Accountants Certification Training (PACT)

We facilitate PACT that is internationally recognized professional qualification program designed by our UK partner, the Chartered Institute of Public Finance and Accountancy (CIPFA). It combines theory and practical experience; topics include managerial accounting, finance and contract management, International Public Sector Accounting Standards (IPSAS), various approaches in sound financial management, and audit and assurance. These issues make a sound base for public sector employees as they transition to accrual accounting and explore the steps to be taken as part of introducing IPSAS.

Training of Internal Auditors in the Public Sector (TIAPS)

To meet members’ increasing need to strengthen public sector internal audit systems, we facilitate internationally recognized professional qualification program TIAPS. Its curriculum focuses on the requirements of EU accession processes. The program has been designed in cooperation with our UK partner, the Chartered Institute of Public Finance and Accountancy (CIPFA).
