What you will learn
The financial crisis has changed the banking sector and demonstrated that supervision practices do not necessarily work during a crisis. It revealed some deficiencies in financial regulation.
The workshop covers recent developments in the international and European Union (EU) regulatory and supervisory environment focusing on the new Basel III capital and liquidity requirements. They were developed as a set of reform measures to strengthen the regulation, supervision and risk management of the banking sector and should function on microprudential as well as on macroprudential level.
The following topics will be discussed:
- State of play of liquidity risk supervision
- Liquidity Coverage Ratio (LCR)
- Net Stable Funding Ratio (NSFR)
- Basel III and CRD IV solvency regulation.

The workshop has been designed for employees of the supervision departments of the central banks as well as the representatives of financial supervisory agencies.
Faculty
Jurgen Janssens, Advisor at the National Bank of Belgium
He is liquidity risk and crisis management expert in Prudential Policy and Financial Stability Department, Prudential Policy Unit at the National Bank of Belgium.
Before working for NBB he worked in Belgian Banking, Finance and Insurance Commission (CBFA). His major field was financial and operational crisis management: Establishment and testing of crisis management procedures within CBFA and NBB, negotiation of protocols with foreign authorities, member financial and operational crisis cells Belgian authorities, Belgian representative in international groups developing best practices in crisis management. He acted also as advisor to executive director.
He also worked in European Central Bank in Frankfurt. As a consultant he worked for the World Bank, Latin America and Caribbean department. From 2000 to 2002 he worked in International Co-operation and Financial Stability Department (Prudential Policy Unit) at the National Bank of Belgium.
He was also an assistant to the director of Science and Technology Department in the Ministry of the Flemish Community in Belgium.
He finished the Catholic University of Leuven, Belgium (Faculty of Economics, Centre for Economic Studies) where he worked also as a research assistant in the field of Financial and Information Economics.
David Guillaume, Head of Prudential Policy Banks at the National Bank of Belgium
After studying economy at the Namur University, David Guillaume has begun his career as financial controller in the banking sector. Since 1990, he works at the Belgian supervisory authority, currently the National Bank of Belgium (NBB).
Between 1990 and 2003, he has been line supervisor for several banks in Belgium, including large international banking group.
After 2003, he has joined the Policy department of the supervisory authority and be in charge of the implementation in Belgium of the Basel 2 and 3 framework. Since 2006, he is head of the team in charge of the policy for the banking sector.
He frequently represents the Belgium State at the EU Commission as expert for the Banking sector. He's member of the Sub Group on Capital at the Basel Committee and is chairman of the Sub Group on Own funds at EBA level. He is the representative of the NBB in the Sub Committee on Regulation and Policy (SCREPOL) of EBA.
