About this learning event

During fiscal cuts and greater demand for accountability of public spending, public sector entities must achieve their mission in the most effective, efficient, and economical (3Es) way. Performance auditing plays a significant role in evaluating performance and management in terms of above 3Es, and gives recommendations on how to improve performance. Performance auditing is a challenging task for auditors and this workshop presents helpful tools for running audit cycles.

What you will learn

According to the International Organization of Supreme Audit Institutions’ (INTOSAI) Guidelines performance auditing is an independent examination of the efficiency and effectiveness of government undertakings, programs or organizations, with due regard to economy, and the aim of leading to improvements. The course will address current best practice about how to undertake and perform performance audits. It will also consider and deal with specific topics, such as gathering and analyzing evidence, design matrix, reporting, performance auditing of public-private partnership and others.

We will discuss the following topics during the workshop:

  • Introduction to performance auditing (economy, efficiency, effectiveness)
  • Performance audit methodology
  • Performance auditing at the European Court of Auditors
  • International auditing standards in performance audits
  • Different roles and responsibilities in performance audit
  • Selection of audit topics, a pre-study
  • Developing audit objectives into audit questions: How to create a design matrix collection plan
  • Administrative verifications and on-the-spot audits
  • Public procurement and financial management
  • Conducting performance audit
  • Gathering and analyzing proper audit evidence
  • Reporting
  • Contradictory procedure and following the implementation of audit recommendations
  • Filing system
  • Quality control

How you will benefit

This four-day training in the workshop format will be facilitated by two experts from the Audit Authority for auditing Instrument for Pre-accession Assistance (IPA) of Macedonia and the European Court of Auditors and will be based on practical examples and concrete experience. Subject matter presentations will be followed by group work exercises based on real examples.

Sufficient time will be allotted to discussion sessions to enable participants to benefit from the exchange of professional experiences.

By the end of the workshop participants will have gained a detailed understanding of the aim of performance audit and will be able to identify and undertake basic steps in the performance audit cycle.

Who should attend

The workshop has been designed for public sector officials, internal and external auditors, controllers, managers and employees dealing with management, supervisory, control or audit functions. Auditors and other public sector officials from ministries of finance and other institutions that play a key role in performance auditing operations in their organizations (such as government operations, management principles and interpersonal relationships) are invited to participate.

As the workshop will be held in ENGLISH with no translation, participants should have a good command of English.

The workshop will be highly participatory. Participants are encouraged to be active in discussions and exercises throughout the four day event.
