This training activity will be delivered as part of the Strategic Planning and Budgeting (SPB) project, funded by the European Union. The overall objective of the project is to contribute to strengthening of beneficiary countries’ capacity to design and implement medium-term macro-fiscal policy.


About this learning event

Nurturing exchange of expertise is crucial for sustaining and multiplying any capacity development achievements within beneficiary institutions. The Training-of-Trainers workshop will aim to prepare experts from beneficiaries of the Strategic Planning and Budgeting project to eventually become trainers themselves. The learning event will provide experts from beneficiary institutions an opportunity to help facilitating discussions and to give guest lectures.

The workshop is predominantly meant for experts who have not yet had many opportunities to share their expertise by actively training others. The CEF will encourage selected experts from beneficiary institutions to consider becoming trainers themselves within its wider training agenda and regular consultations with beneficiary institutions.

The workshop will enhance participants’ skills to effectively share knowledge and discuss experience with colleagues within their own institutions as well as in other beneficiary institutions. To enhance the training knowledge and skills of experts, the workshop will aim to generate a general awareness of the specific cultural, economic and institutional needs that are applicable for South East European countries. And participants will be introduced to the relevant pedagogic and technical concepts and tools that help to effectively communicate their expertise to the audience.

What you will learn

This workshop will introduce participants to the adult learning theory principles and address questions of why and how a learning process should be facilitated. This will include learning about different stages of the learning cycle – from collecting and understanding learning needs to training design, implementation and evaluation – as well as about different approaches to keeping motivation high throughout the learning process and to achieving learning results by taking into account different learning styles. The workshop will also address the question of how to monitor and assess individual and group learning.

The workshop’s sessions will involve participative and interactive activities designed to build confidence, enhance and develop participants' expertise and capacity to use participatory learning, training and knowledge sharing methodologies and tools. Aspects such as understanding of how to effectively use creativity and participatory methods in learning facilitation will be discussed. Icebreakers, case studies, group work, world café are just a few methods where content can be set and discussed in a very creative atmosphere. Through workshop activities participants will also be acquainted with social software such as Animoto, Wordle, and Prezi that can be effectively used to support collaborative learning process.

How you will benefit

Workshop sessions will be designed to facilitate a maximum interaction among experts and participants and among participants themselves. Participants will be encouraged to share their experience, recognize and encompass different perspectives and work in teams by testing participatory and creative methods.

By the end of this short workshop, participants are expected to have:

  • Shared a language about training and facilitation
  • Improved training and facilitation skills through becoming a reflective practitioner
  • Practiced design, facilitation, and evaluation of learning of concepts in Strategic Planning and Budgeting

Who should attend

This workshop has been designed for public administration officials who are involved in the design, implementation, and coordination of medium-term macroeconomic and fiscal policies and require skills for delivering future trainings (e.g. in the on-going training agenda of the Strategic Planning and Budgeting project as lecturers).
