Training of Tutors for the Public Accountants Certification Program in Montenegro

In cooperation with Chartered Institute of Public Finance and Accountancy (CIPFA) we recently successfully delivered training of tutors (ToT) for the Public Accountants Certification Training (PACT) program in Montenegro.

In line with CIPFA standards, CEF headhunts to ensure the hiring of high-quality local tutors. Well educated local tutors are especially important, since the goal is sustainability and independent running of the program following the project’s completion. Training of tutors focused on learning methods, teaching and communication skills, motivation and organization of in class training and powerful presentations.

The PACT training course is part of the Montenegrin government’s efforts to build and strengthen professional qualifications for public sector accountants. High-quality financial reporting is crucial to effective financial management in the public sector. It relies on a strong accounting process, supported by expert internal and external audit services. PACT addresses this critical need and emphasizes the importance of establishing and observing international public sector accounting standards and helps countries raise the status of the accounting profession in line with EU member states. Overall the PACT Montenegro aims to train up to 40 public sector accountants in 2016 certificate level.

PACT training materials are developed by CIPFA that will also award international certificates to successful attendees. Montenegrin authorities will also be supplied with the training materials in local language. A task force for complete institutionalization and localization of the certification program has been established.

This professional certification program is made possible through funding from the United Nations Development Program (UNDP) - supported by the Slovak Republic-UNDP Partnership for Results in the International Development Cooperation, Public Finance for Development Program funded by the Ministry of Finance of the Slovak Republic, Ministry of Finance of Montenegro and the CEF offer to the program in-kind support.
