The operational environment of a tax administration during the Covid-19 pandemic calls for a profound overhaul of the general business concept. Closely related to this subject is the administration’s information technology capacity. Facing the sudden need for shifting to remote working arrangements for its employees and consequently for drastically reducing the necessity for taxpayers' personal contact, revealed many operational shortcomings and security related issues.

What will you learn

This online course will be led by experienced specialists: the taxation functional specialists will present a generic Business Model adapted for supporting remote working objectives, and the IT specialists will outline the functional and technical requirements that must be fulfilled with regard to these objectives.

In mutual inspiration and focusing on how to develop new methods for delivering quality taxpayer services, the participants will discuss issues and challenges already detected or envisaged in individual countries with regard to non-exhaustively:

  • Amendment of legal provisions and adjustment of procedural regulations.
  • Adjustment of organisational structure, assignments, and delegation of responsibilities.
  • Increasing the general level of data communication capacity, improving computer savviness, and mandating the use of electronic services.
  • Improving the Public Key Infrastructure (PKI) for delivery of secure electronic services, including an electronic signature at no cost to users.
  • Digitalising the administration’s legacy paper documents according to the envisaged frequency of need for accessing. 
  • Improving the level of integration within the existing systems or establishing new fully integrated Tax Information systems with extensive public portal capacity.
  • Enhancing the existing or establishing comprehensive information security policy focusing on efficient mitigation of security risks, including the provision of reasonable data encryption measures for the protection of confidential or otherwise sensitive data.
  • Establishing adequate technical infrastructure concept for the administration’s staff working remotely, including standardised components and rigorous access control.
  • Enhancing the administration’s staff capacity for working in changing environment through a comprehensive online training programme.

Real cases will be shared with participants.

Who should attend

Officers of IT departments and business lines, such as registration, compliance risk management, auditing, and services.

This online course will be delivered through the CEF Online Learning Campus. The envisaged workload for the participants is about 1.5-3 hours per week. It will feature two online webinars (on March 9 and March 17) to exchange knowledge and experience (each about 1-1.5 hrs), one practical assignment to be submitted by participants, and the self-paced study of learning resources and peer-to-peer discussion.
