CEF Facilitates In-Country Reflections on Revenue Mobilization and Management in Sectors

Halfway through implementing the project on Good Financial Governance in Revenue Mobilization and Management in Sectors, funded by GIZ, we look forward to visit participating countries to facilitate a discussion between country experts and relevant stakeholders on the initial drafts of country case studies. First feedback on those drafts looks promising and the project is well underway.

In the period of March 8-15, 2016, the CEF will visit Albania, Moldova and Serbia, where the country experts will present their initial findings to the local officials and seek feedback from them. The aim of this tour is to maximize understanding of existing challenges in respective sectors and enable country experts to incorporate the officials’ comments into their work. Local CEF Coordinators are much supporting us in making these meetings possible.
The overall aim of the case studies is to promote best practices in managing fees and charges levied at sector level; and help strengthen the conceptual understanding of revenue mobilization and management in sectors, which are needed to better guide and enable line ministries in future.

Target audience are public finance officials of ministries of finance, line ministries, tax authorities, and other government entities involved in managing public revenues; advisors at international development partners supporting line ministries in strengthening their financial governance, and others generally interested in better understanding of the subject.

Country experts are fully engaged in studying and discussing the cases of Albania, Moldova, Serbia, and Germany. More specifically, the sectors addressed and the topics chosen per country are as follow:
  • Albania –Fees and Charges, the Water Sector
  • Moldova – Fees and Charges, the Health Care Sector
  • Serbia – Charges for generating waste, the Environment Protection Sector
  • Germany – Fees and Charges, the Transport Sector
