International Certification Training for Public Accountants Relaunched in Montenegro

The second generation of Public Accountants Certification Training (PACT) in Montenegro that will provide qualification training for 40 accountants in 2017/2018 was officially launched with an opening ceremony on March 15, 2017 in Podgorica. The project is funded by USAID and Slovenian International Cooperation Department, while the Ministry of Finance of Montenegro and the Center of Excellence in Finance (CEF) provide in-kind support to the program.

Ms. Svetlana Vuković, Director of Human Resources Management Authority, welcomed the audience and the ceremony was opened by honorable speakers: H.E. Ms. Margaret Ann Uyehara (Ambassador of the United States of America to Montenegro), H.E. Mr. Mitja Močnik (Ambassador of the Republic of Slovenia to Montenegro), and Mr. Dragan Darmanović (General Director of Directorate for State Treasury). It was emphasized that the PACT program is strategically important for developing capacities for transparent and accountable public finances in Montenegro and it should become sustainable to strengthen the professional qualifications for public sector accountants.

The official presentation of the program that followed after the opening ceremony enabled a constructive dialogue between the CEF representatives, participants, tutors and local coordinators. The training program will be delivered to 40 public sector accountants, including employees of local municipalities, ministries, state agencies and other public institutions. The program consists of three modules: two international modules on financial accounting and management accounting, developed by the Chartered Institute for Public Finance and Accountancy (CIPFA), and the national module on local legislation and taxation, designed by experts from the Montenegrin Ministry of Finance. Each module will be facilitated by qualified local tutors and followed by an exam.

The next step of the project is to make PACT a locally run sustainable training program in order to enhance the reforms in Montenegro’s public sector accounting and financial reporting.
