Key Takeaways from CEF's Learning Event on Structural Reforms and Importance of Engagement

Ms. Evelina Visoçi from the Albanian State Agency of Strategic Programming and Aid Coordination (SASPAC ) joined us at the learning event where participants received an overview of institution/sector-specific qualitative and quantitative risk assessment methods for the design of structural reforms and integration of controls that can facilitate the implementation. We are happy to share some of Ms. Visoçi’s personal learning takeaways from the event that was delivered as part of the EU-funded multi-beneficiary project “Structural Reforms Better Integrated Within Fiscal Frameworks” (FISR2).

“During the “Managing Uncertainty for Structural Reforms” learning event we were able to create an overview of the key structural reforms in the European Commission’s Economic Reform Programme (ERP) Guidance 2023–2025. The latter can be considered a very useful resource we need to keep in mind. The models for risk assessment and mitigation provided added value too. 

The group work on “Tackling a complex structural reform” offered us a specific example to deal with. While discussing what kind of risk assessment we apply in our areas and comparing different practices, we identified the same challenges, risks, and efforts in evaluating and dealing with risks.
 
At the end of the event, we had a good overview of the subject and a clear action plan that can help us better perform our daily tasks, expand the network of stakeholders, and involve other colleagues in our institutions.

Future events derive from the challenges shared, areas of improvement, conclusions, and discussions on the subject, which will help achieve sustainable results. 

The CEF is continuously expanding the learning areas for further improvement, monitoring the situation, and offering support to the public administration in the region to ensure that we increase our capacities in terms of alignment with the EU requirements and beyond that.

I believe that engaging with the CEF is important not only for the countries in our region but also others, keeping us all closer on the path to the EU family.
