Study visit to Montenegro: Supporting Localization of PACT and Preparation of the Accounting Reform in North Macedonia (by Invitation)

Study visit will be delivered as a support to the Ministry of Finance of North Macedonia for an efficient handover of the PACT program. Representatives of the Ministry of Finance and Faculty of Economics will meet Montenegrin counterparts for knowledge and experience sharing on the topic. While discussions will be in focus of the event, the format will be highly interactive and participatory.

About this learning event

Since January 2022, CEF is implementing Public Sector Accountants Certification Training (PACT) in North Macedonia, which will end in December 2023. Ministry of Finance of North Macedonia committed to ensure necessary infrastructure and conditions for an independent running of PACT in the future, by the end of the project implementation. CEF and Localization Working Group, appointed by the Minister of finance, will support these efforts by implementing activities, which will bring this process further. 

One of such activities is a study visit to Montenegrin counterparts, which aims at the transfer of the knowledge and experience on the preparation of the accounting reform and implementation of localized certification trainings. Delegation from North Macedonia will learn how accounting reform was prepared and implemented in Montenegro, and how the Ministry of Finance of Montenegro and Human Resource Management Authority, as its take-over institution, conducted certification trainings for public sector accountants (PACT) and internal auditors (TIAPS) in a localized manner. 

In addition, study visit will offer an opportunity to meet representatives of Regional School of Public Administration (ReSPA) and learn how they grew into a learning organization. All these insights will contribute to the process of establishing and running the Public Finance Academy as a new department within Macedonian Ministry of Finance, which will in 2023 become responsible for future delivery of certification trainings as an appointed take-over institution.
