A Turning Point in Strengthening Internal Audit Capacities in Albania
We are pleased to share reflections from Albana Gjinopulli, Director of the General Directorate of Public Internal Financial Control (PIFC) at the Ministry of Finance of Albania. Ms. Gjinopulli offers insights into our cooperation in implementing the TIAPS Albania Project, which was designed to strengthen the capacities of Albanian public sector internal auditors.
"Some projects go beyond training and technical assistance—they mark new beginnings and become turning points in our professional and personal journeys. The Training of Internal Auditors in the Public Sector in Albania (TIAPS Albania) project was one such moment: an inspiring collaboration between the CEF and Chartered Institute of Public Finance and Accountancy (CIPFA), implemented during 2023–2024, which culminated in a remarkable achievement—the certification of 16 public sector employees as internal auditors in Albania’s public sector.
This project delivered more than just knowledge and modern auditing methods. It brought confidence, hope, and real opportunities for growth. For some participants, it opened doors to career advancement; for others, it offered powerful recognition of their potential and value.
We extend our sincere appreciation to Khalid Hamid, International Director, and Steve Watkins, International Relationships Manager—our esteemed colleagues from CIPFA. Their dedication, professionalism, and the warmth with which they shared their expertise greatly enriched this journey.
With deep gratitude, we also thank Jana Repanšek, CEF Director, for her visionary leadership and unwavering support, which far exceeded our expectations. She was not only a leader but a source of inspiration at every step. We are equally thankful to her dedicated team, whose tireless work made this achievement possible.
Through this initiative, the CEF has once again demonstrated that it is far more than a training institution—it is a bridge that connects its member countries through knowledge, collaboration, and shared development.
