CEF Director Jana Repanšek Speaks at Launch of Civil Servants’ Training in Skopje

At the invitation of the Ministry of Public Administration of the Republic of North Macedonia, CEF Director Jana Repanšek joined as a speaker at the event marking the launch of the national training program for administrative officials »Investing in administrative officials is an investment in the future of the public sector«. The program aims to train 1,000 civil servants from both central and local government institutions to achieve a more efficient administration and better services for citizens.

Ms. Repanšek joined fellow panelists Borko Handjiski, an international public sector expert, and Hristina Velkovska, Director of the Vita Institute for Education, Management Consulting, and Coaching. The session aimed to introduce participants to the concept of change management in public administration, raise awareness of its importance, and provide practical tools and approaches for managing change effectively. It was designed to inspire participants while offering actionable insights for their daily work.

Drawing on her leadership at the CEF and her extensive experience in supporting public sector transformation, Ms. Repanšek reflected on the role of leadership and institutional capacity in enabling successful change. She highlighted key challenges public institutions face during reform implementation, particularly in fostering organizational learning cultures, and shared insights and success stories from her work with governments in the region to illustrate sustainable change efforts. She also provided practical advice and tools that civil servants can apply to become proactive contributors and enablers of change within their institutions.

The session addressed important questions such as which capacities are most critical for public institutions to manage change effectively, what conditions support reform efforts in public administrations, and how civil servants can be best engaged and empowered in the change process.

The event took place in Skopje on 18 September 2025, with more than 600 participants attending throughout the program. The audience included civil servants directly involved in implementing reforms and managing administrative processes, as well as high-level representatives from ministries and embassies.
