CEF Launches Regional Program to Strengthen Public Budgeting and Fiscal Management with Slovak Support

With the support of the Ministry of Finance of the Slovak Republic, we are launching the Public Budgeting Learning Program (PBLP), a three-year regional capacity building program designed to strengthen public budgeting and fiscal policymaking capacities across South East and East Europe.

Through trainings, workshops, study visits to EU Member States, and mentored knowledge-product development, the program will help public finance officials from ministries of finance, line ministers, and local administrations strengthen modern budgeting practices, capital budgeting, performance management, fiscal transparency, and inter-institutional knowledge management. The program will bring together public finance professionals from Albania, Bosnia and Herzegovina, Kosovo, Moldova, Montenegro, North Macedonia, Serbia, Türkiye, and Ukraine.

To ensure that the learning responds to participants’ institutional realities, the PBLP will be co-designed with beneficiary institutions, reflecting their priorities and ongoing reform needs. As an initial step, CEF will hold nine country-specific consultations to identify key challenges and areas where targeted learning can support public finance reforms. The findings will inform the development of the program curriculum and the engagement of regional and international experts.

Building on these consultations, the learning program will cover three interconnected areas. The first will focus on linking strategic planning, budgeting, and performance management to better align policy priorities with public resources. The second will address sustainable fiscal and budgetary planning, including capital budgeting and public investment management, with a focus on green transition. The third will explore knowledge management and transparency in public finance, including ways for institutions to manage, share, and apply knowledge internally and externally. The first learning activities are planned for Spring 2027.

Funded by the Ministry of Finance of the Slovak Republic and implemented by CEF, the program reflects a shared commitment to strengthening public financial management and supporting the EU-related reform processes across the region.
