Future Public Leaders Gather for Closing Event of the WeLead Third Generation
This week, we were pleased to welcome the third generation of the EU-funded “WeLead: EU Scheme for Young Professionals in the Western Balkans” (WeLead) project for the closing event of the program. The gathering brought together young public sector professionals from different institutions and countries to reflect on their experiences, exchange knowledge, and further strengthen their leadership and organizational learning capacities.
The two-and-a-half-day workshop focused on one of the key themes shaping modern public administration today: building learning organizations capable of adapting, innovating, and responding effectively to increasingly complex challenges. One of the central messages of the workshop was that, in a world where skills come first, learning is not optional. It is a strategic advantage that attracts, retains, and empowers both talent and organizations to thrive amid constant change.
Throughout the workshop, participants explored how public institutions can evolve into learning organizations by embedding continuous learning, knowledge sharing, collaboration, and reflection into everyday work processes. Discussions emphasized that organizational learning goes beyond formal training and requires institutions to actively learn from both successes and failures, encourage cross-functional cooperation, and continuously improve the way teams work together and deliver results.
The workshop highlighted the many positive effects of learning organizations in the public sector, including more responsive and adaptive policies, improved service delivery, stronger evidence-based decision-making, enhanced innovation capacity, greater employee engagement and leadership development, increased organizational resilience, stronger institutional memory and knowledge-sharing, and greater public trust through transparency and accountability.
A special part of the program was dedicated to the reflection session, where participants looked back on their WeLead journey, shared experiences and lessons learned, and discussed future directions for collaboration and professional growth. They also reflected on how learning currently takes place within their own organizations and identified practical steps to strengthen learning cultures in their daily work.
The final day also featured an inspiring motivational speech by Slovenian Paralympic athlete, entrepreneur, and motivational speaker Darko Đurić. Sharing his personal story of perseverance, resilience, and overcoming limitations, he encouraged participants to face challenges and believe in their own potential. Reflecting on his journey from elite sport to entrepreneurship, Darko emphasized the importance of persistence, courage, and mindset in achieving both personal and professional success. His message strongly resonated with participants and connected closely with the broader spirit of the WeLead program: empowering young professionals to become drivers of positive change in their institutions.
