How WeLead Has Shaped the Next Generation of Public Leaders
Across the Western Balkans, the EU-funded multi-beneficiary project “EU Scheme for Young Professionals in the Western Balkans” (WeLead), implemented by CEF, has supported a new generation of young public professionals in turning learning into greater confidence, broader perspectives, and stronger leadership skills. Through the programme, participants not only developed their professional capabilities but also built connections across borders and strengthened their commitment to contributing to more effective public institutions and the region’s European integration. In their reflections, Gledis Bulku, Ilirjana Tolaj, Nikolina Rakić, Armino Halla, and Anxhela Doku highlight how their WeLead journey translated into personal and professional growth, stronger collaboration, and greater confidence in applying what they learned in their work.
For Gledis Bulku from the Municipality of Durrës, WeLead was both a professional and personal turning point. Through exchanges with peers and exposure to EU institutions and practices, he gained fresh perspectives on public service and practical leadership. Reflecting on the experience, he describes WeLead as "a defining experience" and emphasizes its impact on his personal development: "Personally, I gained confidence and the courage to take on new initiatives. Professionally, I am more organized, better at setting priorities, and quicker to frame problems and solutions clearly." Looking beyond the program, he stresses the importance of maintaining the connections established through WeLead: "Staying connected as a WeLead community is essential for regional stability and cooperation."
A similarly meaningful experience is shared by Ilirjana Tolaj of the Energy Regulatory Office of Kosovo. Participating in the WeWrite component allowed her to develop policy ideas while strengthening analytical and leadership skills aligned with European standards. She particularly valued the individualized support offered throughout the program: "What stood out to me most was how the program truly invested in each of us individually, giving us the time, guidance, and attention we needed to grow." Through the process, she gained both practical skills and confidence in her ability to contribute to policymaking. As she explains, "The process taught me the importance of evidence-based work, collaboration, and presenting ideas that are both ambitious and practical."
For Nikolina Rakić from the Civil Service Agency of Serbia, WeLead provided valuable guidance at a critical stage of her professional and personal development. Through the WeCoach component, she gained greater clarity regarding future educational and career choices while building meaningful relationships across the region. She describes the programme as "transformative and enriching" and notes that it helped her "build a strong professional network and lasting friendships." In her view, the broader significance of WeLead lies in its ability to bring diverse perspectives together: "WeLead connects young people, fosters innovation and strengthens public services by uniting diverse perspectives and ideas to address shared challenges."
Reflecting on his participation, Armino Halla from the Albanian Customs Administration highlights the opportunities the project created for leadership development and regional collaboration. Working alongside peers from different countries enabled him to see common challenges through a broader lens and better understand the value of cooperation. As he notes, "These experiences not only enhanced my leadership skills and confidence but also broadened my perspective on the shared issues we face as a region." For him, WeLead's strength goes well beyond training activities. "The WeLead project is far more than a training program. It is a platform for empowerment, collaboration, and innovation," he says, emphasizing the role of the Alumni Network in providing mentorship, peer support, and opportunities for joint initiatives.
For Anxhela Doku from the Municipality of Tirana, WeLead stands apart from other international learning experiences because of its focus on personal transformation. While acknowledging the program's contribution to developing technical and soft skills, she believes its greatest impact was helping participants better understand themselves as leaders. "This program helped me understand, manage and improve myself, all while boosting my confidence and helping me realize that my voice and my actions matter and can have a bigger impact than I could have imagined," she reflects. She also points to one of the project's most enduring achievements: the creation of a strong support network across the region. "We have created a support system for each other," she explains, noting that alumni continue to exchange good practices, support one another, and celebrate each other's successes long after the formal program has ended.
