About this learning event

The event will focus on knowledge sharing and capacity building in the Implementation of the PAR Strategy Action Plan 2025-2026 and the implementation of the Public Financial Management Program 2022-2026 for Montenegro. This two-day event will be related to the program budgeting and gender responsive budgeting on the local level.

What will you learn

By attending this workshop, participants will be able to better understand the reasons why program and gender responsive budgeting (GRB) matter towards better performance orientation in the budgeting process, and improving transparency and effectiveness of the budget resources allocation. It will focus on the necessary steps and tools to introduce gender responsive budgeting to more equally address the needs of the citizens at the local level. In a workshop, throughout the interactive sessions, we will address the needs, modalities, and sequencing of the program budget and GRB introduction in the budget cycle on the local level. More specifically, the learning initiative will be about:

  • Improving coordination and knowledge-sharing about the program budgeting in the budget planning and execution on the local level.
  • Elaborating on program budgeting vs. traditional budgeting toward better transparency, accountability, and effectiveness of the allocated budget resources.
  • Strengthening capacities at the local level in introducing the program budgeting into the budget cycle and linking with the program budgeting on the national level in Montenegro.
  • Further strengthening the skills of the civil servants to align the programs/budget resources with the local needs and the strategic development plans of the local self-governments.
  • Practical work/ examples of designing programs/subprograms and activities in the program budget on the local level.
  • The importance of GRB in the budget planning and execution process, and the stages of gender responsive budgeting.
  • Practical work on designing programs on the local level included GRB.
  • Awareness raising about monitoring and reporting capacities building in the program budgeting and GRB implementation

Who should attend

Participation at this event is intended for the PFM Coordination team responsible for working with local self-governments, as well as for the officials from the 25 local self-government units of Montenegro responsible for the budget cycle on the local level.
