About this learning event

This webinar will explore two recent European Court of Auditors publications with significant implications for EU candidate countries. The first session will present the findings of Special Report 16/2026 on the Western Balkans Investment Framework, highlighting lessons related to planning, delivery, governance, monitoring and oversight of EU-supported infrastructure investments. The second session will examine Opinion 07/2026 on the proposed Global Europe Regulation (2028–2034), focusing on the future architecture of EU external financing, performance-based approaches, accountability arrangements, and audit considerations.

The discussion will highlight key risks identified by the ECA, including accountability gaps, audit rights, funding predictability, and the balance between flexibility and control.

Together, the presentations will provide participants with a valuable auditor’s perspective on the evolving EU financial architecture, the future direction of EU support to the Western Balkans, and the opportunities and risks associated with managing and overseeing EU-funded programs and investments.
