Strengthening Public Sector Internal Auditing in Moldova
The Empowered Accountants and Auditors for Accountable Public Sector in Moldova (EAPS Moldova) project has been officially launched, with the goal of enhancing the sustainability and quality of certification training for internal auditors in Moldova’s public sector. Over a two-year period—from January 2025 to December 2026—a dedicated team of 15 international, Moldovan, and CEF experts will work intensively to deliver targeted improvements.
The project’s objective is to revise and further develop six advanced-level modules of Moldova’s Certified Internal Auditing Programme and to support the update of national certification exams. The selected modules include: Performance Audit, IT Audit, Internal Audit – Consulting, Financial Audit, Sampling, and Techniques and Methods for Data Collection and Analysis.
The revision of materials began with consultations between Moldovan tutors and CEF international experts. The aim of these consultations was to gain a thorough understanding of the current materials. Based on these discussions, CEF experts will prepare the first and second sets of proposed improvements. These suggestions will be presented to the Central Harmonization Unit (CHU) and the Moldovan team of tutors. Once all adjustments and refinements are completed, a final package of recommended improvements will be delivered. Each module is supported by a dedicated working group composed of members from both the CEF and Moldovan sides. The CEF team includes a lead expert, two expert members, and a project coordinator. The Moldovan team comprises a CHU representative, at least one lead expert, and a minimum of two national tutors.
In addition, the project will review Moldova’s national competency framework to ensure its continued relevance and alignment with international standards with a focus on public financial management specifics.
The initiative is funded by the Ministry of Foreign and European Affairs of the Republic of Slovenia. In-kind expert contributions are provided by OECD SIGMA, the Ministry of Finance of the Republic of Romania, and the Ministry of Finance of the Republic of Latvia.
