In light of the recent developments linked to the Covid-19 outbreak, we have taken the decision to deliver this learning initiative online. In addition, we have re-adjusted the course content initially prepared for face-to-face discussion. The online course will provide the opportunity to explore and rethink financial management and control (FMC) in the context of your own country and the recent Covid-19 outbreak.

ABOUT THIS LEARNING EVENT

We will discuss that the concepts of managerial accountability and value for money, introduced as a part of PIC/FMC improvements, will become even more important once countries start facing the consequences of Covid-19. With bigger demand for scarce public funds, public sector managers will face harder challenges to deliver the objectives of the organization, to time, to standard and within budget. We will highlight the notion that FMC is a management reform rather than simply a technical financial and control reform and delineate roles and responsibilities between ministries of finance and line ministries.

Through Dutch example you will learn how the public internal control (PIC) system has evolved in the Netherlands to support broader reforms, where are the FMC/PIC rules laid out and who sets them, and finally how Covid-19 outbreak shapes policies and procedures in the Netherlands. 

Through webinars, video lectures, assignment, and other activities, this learning initiative will cover a range of topics, including:

  • FMC in the broader reform picture
  • FMC reform implementation
  • How does FMC work in the Netherlands?
  • FMC in the Netherlands in relation to Covid-19 
  • Carrying on FMC improvements, self-assessment tools and available assessment instruments

Who should attend

The online course has been primarily designed for public finance officials from central harmonization units, those working in the area of FMC, and internal auditors.

Participants are expected to take an active part in the online course. The success of the workshop is directly dependent on the participants’ active engagement in the discussions and group work.

In view of the interactive nature of the event, it will be helpful if participants have a good command of the English language.

Practical Information

No fee will be charged for officials working in the public sector. Candidates will need to be approved by the CEF. 

This online course will be delivered through the CEF Online Learning Campus. The envisaged workload for the participants is about 6-8 hours per week.
