Structural reforms and their first level fiscal effects have been the subject of fiscal programming documents that EU candidate countries produce and submit to the European Commission on an annual basis. As a consequence of the recent economic and financial crisis, this subject has entered into the focus of attention of a new generation of these documents called Economic Reform Program (ERP), which is prepared by all EU candidate countries and potential candidates.

At this regional meeting, the Member States experts and the CEF will convene and consolidate ERP Coordinators’ and local experts’ feedback to create recommendations for effective approaches to costing structural reforms. The European Commission will actively participate in the workshop, and address these recommendations as input for ERP guidance.

The overall objective of the meeting is to get a better understanding of how a standardized, user-friendly methodology for ‘costing’ of structural reform policy measures contained in ERPs could look like by:

  • analysing the strengths and weaknesses of existing EC Guidelines on ERP,
  • presenting key features of a redesigned and methodologically strengthened approach for costing structural reforms,
  • providing feedback for articulating a simple and user friendly guidance for calculating fiscal implications of structural reforms.

The meeting will be structured as regional expert dialogue with highly participatory approach. Participating experts will be requested to share their experiences and country practices in preparation of ERPs and costing structural reform policy measures.  The meeting will be delivered in English language
