This country-specific online course will bring together representatives of line ministries involved in designing and budgeting structural reforms and Economic Reform Programs (ERP). They will discuss the importance and methods of analysing and engaging stakeholders from various sectors.

What will you learn

Wide support and coordinated actions across society and government are key factors of the structural reforms' success. Support is best achieved through regular and meaningful discussions with stakeholders at all levels of reforms. During this online course representatives of line ministries and teams of the ERPs will think and practice identifying the stakeholders, analyzing and mobilizing them in the ERP process to secure inclusive policy-making and support for implementation. Representatives of stakeholder organizations will also join the discussion.

Specifically, you will learn:

What are stakeholders in the context of the public sector in general and structural reforms in particular?
What is the value-added of stakeholder inclusion and mobilization in each policy design and implementation stage?
What is the added value of stakeholder mobilization in the ERP context?
How can you make a stakeholder analysis for your specific structural reform measure/ERP priority area?
How can you develop strategies for the mobilization of each group of stakeholders and engage them?
How have others done it?

Who should attend

This online course has been designed for:

Public officials from policy departments of line ministries
Public relation officers of line ministries and ERP team
Members of Network of Regional Experts
Representatives from the business sector, academia, and civil society organizations

Course method

This interactive course will be delivered at the Online Learning Campus and will last 10 days, featuring:

Self-paced learning for 5 days (each day about 10 - 30 minutes for videos and short case studies)
Voluntary group assignment, working with excellent templates to guide you (2 hours - 3 days to complete)
One online meeting, discussing with experts how the stakeholder engagement works for you (about 1,5 hours)

You will require approximately 6 hours to successfully complete the course.

Practical information

To follow the course contents you will need basic technology: internet connection and computer/smartphone.
The course will be delivered in Albanian and English language.
Upon successful completion of this online course, you will receive an e-certificate. To obtain the certificate, you should submit the assignment and attend the webinar.
No participation fee will be charged.
