Enhanced institutional capacity for talent retention

In the framework of the WeLead project: EU scheme for young professionals in the Western Balkans high-level visits to institutions will be organized with the purpose of raising awareness on the strategic development of human resources and talent retention, especially of young civil servants. Public institutions need to invest in the human capital of the institution, especially in talent retention. The strategic development of human resources implies also a smarter engagement of young civil servants through appropriate culture, organizational learning, and knowledge ecosystems that can accelerate the delivery of institutions’ mandates. To effectively address brain drain, the human resource function needs to be strengthened trough development of capabilities for effective human and institutional knowledge management. Young public officials need to have an appropriate and visible role in the institutions where they are working, at the same time, public institutions should become a place where the young officials can realize and materialize their potential.
