About this learning event
This online course will provide participants with practical strategies and approaches for detecting, preventing, and responding to fraud across different organisational and financial settings. It will explore how robust internal control systems, risk management, data analysis, and reporting mechanisms can work together to identify fraud risks at an early stage and support an effective institutional response.
A particular focus will be placed on how countries can develop and strengthen national systems for fraud risk management, detection, reporting, and follow-up, while ensuring that these arrangements are well integrated into existing Public Internal Financial Control (PIFC) frameworks.
Participants will examine how responsibilities and cooperation between key institutions, including central harmonisation units, internal audit, managing and implementing bodies, financial management and control functions, investigative authorities, and external audit institutions, can be structured to ensure that fraud risks are identified, reported, and addressed effectively.
The course will also address the increasing complexity of public and EU-funded financing. Participants will explore how national control and anti-fraud systems can remain consistent and coherent at the national level while being sufficiently agile to respond to the specific requirements and risk profiles of different financial instruments and funding modalities, including traditional EU funds.
Key topics will include fraud risk assessment and prevention, internal controls and control environments, fraud indicators and data analysis, detection and reporting mechanisms, investigation and follow-up procedures, cooperation and information-sharing between institutions, and relevant regulatory and compliance requirements.
The overall objective is to strengthen participants’ capacity to contribute to coherent, risk-based, and responsive national anti-fraud systems that are embedded within PIFC arrangements, support sound financial management, and can effectively respond to evolving fraud risks and the different requirements of EU financial instruments
