About this learning event

Reforms stemming from the Growth Plan, as well as from the ERP, bring significant benefits to the country. However, proper costing and budgeting are essential, as insufficient financial planning puts their implementation at serious risk and may result in reforms remaining only on paper. As the Reform Agenda was developed under considerable time pressure, the time available for detailed planning and costing was very limited. This workshop will therefore focus on the fiscal impact assessment of reforms. 

This workshop will specifically address fiscal aspects. Through hands-on exercises, participants will work on selected reforms, bringing together representatives from reform-leading institutions as well as their respective budget departments. 

The workshop will also include a presentation of the new CEF Manual on Fiscal Impact Assessment, particularly in light of the European Commission’s requirement for ERP documents to include estimates of the fiscal impact of the Reform Agenda. 

In addition, the workshop will cover: Additional costs of reform implementation, Budgetary savings generated by reforms, Additional revenues resulting directly from reforms, Additional revenues driven by improved economic growth and employment. 

Who should attend

The workshop is intended for the invited Reform Coordinators from the RA and ERP for Albania, along with representatives of the Budget Departments from the participating institutions of Albania.
