Fiscal Impact Assessment of Reforms: Albania
About this learning event
Reforms introduced under the Growth Plan, as well as under the Economic Reform Programme (ERP), bring significant benefits to the country. However, proper costing and budgeting are essential, as insufficient financial planning may seriously jeopardize their implementation and result in reforms remaining only on paper. As the Reform Agenda (RA) was developed under considerable time pressure, the time available for detailed planning and costing was very limited. This workshop will therefore focus on the fiscal impact assessment of reforms.
This workshop will specifically address fiscal aspects. Through hands-on exercises, participants will work on selected reforms, bringing together representatives of reform-leading institutions and their respective budget departments.
The workshop will also include a presentation of the newly developed CEF Manual on Fiscal Impact Assessment, particularly in light of the European Commission’s requirement for ERP documents to include estimates of the fiscal impact of the RA.
The workshop will cover: the additional costs of reform implementation, budgetary savings generated by reforms, additional revenues resulting directly from reforms, and additional revenues driven by improved economic growth and employment.

The workshop is intended for the selected members of RA and ERP teams and budget departments of participating institutions from Albania.
