WeLearn: Policy Cycles and Reforms in the Public Finance Sector

This workshop is designed to equip young public officials and future leaders in the Western Balkans with the knowledge and tools necessary to design and implement Policy Cycles and Reforms in the Public Finance Sector. The focus will be on the policy cycle, cultivating a structured understanding of how public policies are developed, implemented, and refined. This framework directs the reform process, ensuring public finance policies align with fundamental governance principles like transparency, accountability, and inclusiveness. Special attention will be given to budget reforms, prioritizing transparency, responsiveness, inclusiveness, and equity to promote ethical governance and build trust between governments and citizens.
Participants will explore the concept of good governance and its key principles, which are the foundation of all government actions, especially in public finance reforms. The workshop will also cover the Policy Cycle stages—agenda-setting, formulation, decision-making, implementation, and evaluation—and showcase EU and regional case studies that illustrate successful reforms at each stage.
Tools for managing public finances amid growing complexity, such as Regulatory Impact Assessments (RIA), will be explored, along with emerging trends in public financial management that align with good governance principles. The workshop will also delve into global trends in open government, examining how these approaches enhance financial reforms by encouraging public engagement and making government actions more transparent, accountable, and responsive.
Through experiential learning, consultation, and peer learning, participants will strengthen their leadership skills, co-create reform examples, and draw lessons from the planning, implementation, and evaluation of relevant reforms. By the end, they will be equipped to contribute to a more transparent and responsive public finance sector in the Western Balkans.
