Training of Trainers on IPA III M&E: Introduction Session
About this learning event
This event is part of a CEF Training of Trainers (ToT) on Monitoring and Evaluation (M&E) of projects funded through the EU’s Instrument for Pre‑accession Assistance (IPA) III, aimed at strengthening the M&E capacities of relevant stakeholders. As IPA III increasingly emphasizes performance‑based management and institutional strengthening, this program builds the skills needed for effective monitoring and reporting.
Designed by the CEF as a connected learning journey, the program includes an introductory session followed by three in‑person modules with online follow‑ups. Together, these activities equip participants with essential M&E knowledge, practical monitoring skills, and the ability to design and deliver impactful internal trainings within their institutions.
The introductory session builds on a pre‑survey of selected participants and marks the formal launch of the ToT learning journey. It introduces the program’s structure, objectives, and expected outcomes, and provides an orientation to key IPA III M&E principles and the trainer’s role in strengthening institutional capacity. It also creates space for community‑building, aligning expectations, and establishing a shared foundation for collaborative learning.

This event is organized for the selected officials from the NIPAC Offices and CFCUs in the six Western Balkan Countries.

This event is part of the CEF’s Tailor-made Training of Trainers on Monitoring and Evaluation of IPA III, delivered under the project Regional Cooperation for EU Integration, implemented by GIZ and funded by Germany’s Federal Ministry for Economic Cooperation and Development. The Slovene Ministry of Finance supports hosting ToT program activities at the CEF premises.
