About this learning event

This event is part of a CEF Training of Trainers (ToT) on Monitoring and Evaluation (M&E) of projects funded through the EU’s Instrument for Pre‑accession Assistance (IPA) III, aimed at strengthening the M&E capacities of relevant stakeholders. As IPA III increasingly emphasizes performance‑based management and institutional strengthening, this program builds the skills needed for effective monitoring and reporting.

Designed by the CEF as a connected learning journey, the program includes an introductory session followed by three in‑person modules with online follow‑ups. Together, these activities equip participants with essential M&E knowledge, practical monitoring skills, and the ability to design and deliver impactful internal trainings within their institutions.

Module 1 builds a solid understanding of IPA monitoring and the core concepts behind effective M&E. Participants will strengthen their analytical and communication skills, with a focus on AKE‑based learning methods that support knowledge transfer within their institutions. The module also promotes proactive knowledge capturing and continuous improvement—key competencies for future IPA III trainers. A virtual wrap‑up will reinforce learning, help participants reflect on practical applications, and prepare them for the deeper skill‑building in Module 2.

This event is organized for the selected officials from the NIPAC Offices and CFCUs of the six Western Balkan countries.

This event is part of the CEF’s Tailor-made Training of Trainers on Monitoring and Evaluation of IPA III, delivered under the project Regional Cooperation for EU Integration, implemented by GIZ and funded by Germany’s Federal Ministry for Economic Cooperation and Development. The Slovene Ministry of Finance supports hosting ToT program activities at the CEF premises.
