CEF Expands Its Network with Four New Associate Fellows

We are pleased to announce that we have welcomed four new Associate Fellows to the CEF: Khalid Hamid, Venhar Nushi, Alastair Swarbrick, and Dragan Tilev. Their broad experience and complementary expertise reinforce the purpose of our Associate Fellows Program, which connects practitioners from the CEF constituency with insights from international fora, aligns their expertise with regional reform priorities, and strengthens our work with the strategic perspectives of leading experts worldwide.

Khalid Hamid brings more than 35 years of experience in public sector external audit. Over the course of his career, he has progressed from an assistant auditor to his current role as Auditor General, working extensively with audit institutions across Africa, the Middle East, Europe, Asia, and the Caribbean. He has led numerous global and regional conferences and working groups, and his current focus is on enhancing the practicality of public financial management frameworks, particularly in smaller jurisdictions.

Venhar Nushi
currently serves as Senior Policy Planning Officer at the Office for Strategic Planning within the Office of the Prime Minister of Kosovo. With over 25 years of experience across government and non-government sectors, his expertise spans strategic planning, policy development, coordination, monitoring and evaluation, as well as project and migration management. He has played a key role in aligning national policies with EU integration requirements, coordinating Kosovo’s National Development Strategy and Economic Reform Programmes, and supporting high-level diplomatic and political processes.

Alastair Swarbrick
brings over 35 years of experience in public finance, audit, governance, and international development. He currently serves as Senior Policy Adviser within the SIGMA programme at the OECD, where he leads the Public Finance Management Team supporting reforms in EU enlargement and neighbourhood countries. Prior to this, he was Auditor General of the Cayman Islands and held several senior roles in the United Kingdom, including positions at Audit Scotland and the UK National Audit Office. His extensive background in both internal and external audit, combined with his international advisory work, adds valuable depth to the program.

Dragan Tilev
joins the program as a senior advisor on EU integration with more than three decades of experience in accession negotiations and public administration reform. He currently advises the President of North Macedonia on EU affairs and accession strategy. Throughout his career, he has contributed to the development of national negotiation structures, coordination of reform agendas, and implementation of EU financial instruments, while also supporting governments across the Western Balkans and Eastern Partnership countries in their accession efforts.

Together, these four accomplished professionals enhance the CEF’s mission to support the capacity development of public officials and institutions in South East and East Europe through high quality learning, collaboration, and knowledge sharing.
