Structural reforms in the ERP are the result of a coordinated government process that serves as the foundation for their implementation, evaluation, and monitoring. The drafting of these reforms is guided by the European Commission (EC)'s ERP Guidance Note, the assessment of previous ERPs, and the EU policy guidance. This process reflects not only the formal instructions and recommendations from the EC and EU member states but also demonstrates the commitment of candidate or potential candidate countries to the EU integration process and alignment with EU policies.

By drafting structural reforms, a country showcases its readiness and capacity to:

  • Identify obstacles to competitiveness and inclusive, sustainable, and green growth.
  • Prioritize reforms effectively while recognizing potential risks.
  • Demonstrate the capability and dedication to consistently implement these reforms.
