Highlights from the Annual Meeting of the CEF Governing Board
The annual meeting of the CEF Governing Board took place in Bečići, Montenegro on June 23, 2025. The Montenegrin Minister of Education, Science and Innovation Anđela Jakšić – Stojanović opened the meeting at which members of the Board reviewed and approved the CEF's annual report for 2024. They also discussed work and resource plans for 2026. State Secretary at the Ministry of Finance of Montenegro Bojana Bošković handed over the rotating chairing of the CEF Governing Board to Minister of Finance of North Macedonia Gordana Dimitrieska-Kochoska, marking a transition in chairing responsibilities.
CEF Director Jana Repanšek presented a comprehensive overview of the institution’s achievements and strategic priorities. She emphasized the CEF’s ability to bring fresh expertise and perspectives, while also helping partner institutions tackle emerging challenges in a rapidly evolving environment.
“Through its programs and knowledge-sharing platforms, the CEF contributed meaningfully to preparing our public administration for the complex and evolving demands of the EU integration process.,” said State Secretary Bojana Bošković. She expressed her appreciation for the CEF’s continued support, highlighting the value of regional collaboration and tailored, needs-based support. She noted that the CEF’s efforts have strengthened institutional capacities and expressed confidence that future cooperation would build on past successes and continue to deliver meaningful impact across the region.
Similarly, Gordana Dimitrieska-Kochoska, the newly appointed Chair of the CEF Governing Board acknowledged the Ministry’s continued commitment to actively engage with the CEF’s learning program and supporting shared efforts to build responsive and forward-looking public institutions.
Ms. Repanšek acknowledged guidance and support of the Governing Board members. “As we look ahead, let us build on the experiences. The resilience and vision of public officials are key to shaping accountable, forward-looking societies. Meaningful change comes from decisive action, not from waiting for the perfect moment. Together, we can move forward with purpose, seizing and creating opportunities to shape the future.”, she concluded.
In addition to the Governing Board meeting, members took part in the “CEF Forum 2025: Strengthening Institutional Capacity for Reform Implementation and Impact.” The event opened with a keynote by dr Zorica Kalezić, Vice Governor of the Central Bank of Montenegro, highlighting the country’s progress in EU accession. Discussions centered on leadership, knowledge management, and technical expertise in advancing reform and supporting EU integration.
Participants stressed the importance of strong governance, a culture of continuous learning, and effective skill systems to attract and retain talent in public institutions. Montenegro, the host country and an EU accession frontrunner, received special attention for its progress in judiciary, public procurement, and public administration reform – offering valuable lessons for the region. Regional and international partners also contributed, underscoring the collective effort needed to build resilient economies and fair, future-ready societies across South East and East Europe.
