How Two Certification Programs Support Stronger and More Resilient Public Institutions
CEF and CIPFA continue to support public sector professionals through transformative learning experiences that combine international good practices, regional perspectives, and peer exchange to address key public governance challenges in asset management and forensic assignments.
Asset Management Certification Program
A new cohort of public officials will enrol in the CEF–CIPFA Asset Management Certification Program—a year-long learning journey culminating in September 2027. The program is built around 10 interconnected modules that cover the full public sector asset management cycle: from governance, organizational arrangements, asset management strategies, and operational asset management, to performance measurement, asset registries, and financial reporting. Participants will further develop their expertise through modules on business case development, option appraisal, capital projects and maintenance, public-sector-specific assets, accountability frameworks, and the role of Supreme Audit Institutions. The program also addresses emerging challenges and opportunities, including climate-resilient and sustainable asset management, infrastructure and heritage assets, urban regeneration, and innovative approaches to maximizing public value from government-owned assets.
Together, these modules provide participants with practical knowledge, international good practices, and regional perspectives needed to strengthen public asset management practices, improve service delivery, increase transparency, and support evidence-based decision-making in the public sector.
Managing Forensic Assignments in the Public Sector Certification Program
Addressing the growing need for stronger integrity and accountability systems, the CEF–CIPFA Managing Forensic Assignments in the Public Sector Certification Program equips public sector professionals with the knowledge and tools needed to prevent, detect, and investigate fraud and corruption. The program is built around four interconnected modules that cover fraud principles, fraud in the public sector, digital forensics, and data analytics.
Participants will further develop their expertise through topics such as fraud risk assessment, fraud typologies in government institutions, investigative techniques, digital evidence collection and analysis, and the application of data analytics to detect, monitor, and prevent fraudulent activity. The program also explores the psychology of fraud, the management of forensic assignments, and practical approaches to strengthening integrity and anti-corruption frameworks within public institutions.
Through this learning journey, participants gain practical skills, international good practices, and regional perspectives needed to strengthen fraud risk management, support effective investigations, enhance institutional accountability, and contribute to building more transparent and resilient public sector organizations.
Together, these two certification programs contribute to stronger institutions by developing expertise in two critical areas of public sector governance: effective management of public assets and robust prevention, detection, and investigation of fraud and corruption.
