The launch event brought together several department heads and senior representatives of the Ministry, alongside project partners. It was designed as a working session aimed at actively engaging middle managers in reflecting on their role in driving institutional change. Participants were asked to reflect both on the ideal institutional conditions within the Ministry and on their own role in enabling change through daily management practice. Across all groups, a strong consensus emerged on the importance of clearer systems, structured processes, and more consistent mechanisms for learning, collaboration, and performance management.

A key outcome of the session was the clear positioning of middle managers as central actors in the transformation process. While participants demonstrated strong readiness to support change through operational actions such as knowledge sharing, team coordination, and staff development, the discussion also highlighted the importance of further strengthening their role in shaping institutional systems and routines.

Overall, the launch marked an important first step in grounding the LearnOrgLab Armenia initiative in the realities of day-to-day management practice within the Ministry. It confirmed both a strong internal awareness of what a learning organization requires and a shared recognition that the next phase of the project will focus on translating these principles into practical, sustainable institutional mechanisms.
