Turning Insights into Action: Experiences in Kosovo’s Reform Journey
The following reflection, by Vahidin Nurshaba working in the Office of the Prime Minister of the Republic of Kosovo, captures his experiences and insights from the recent CEF workshop, “Coordinated Impact Assessment and Implementation of Reforms in Kosovo*,” as well as the related expert consultations. The workshop provided a practical and collaborative environment to explore reform implementation, inter-institutional coordination, and strategic planning. It offered participants an opportunity to reflect on current practices, learn from regional peers, and apply lessons directly to ongoing reforms.
"As Senior Officer for European Integration and Public Administration Reforms in the Office of Political Criteria, Office of the Prime Minister of the Republic of Kosovo, I work at the intersection of European integration, reform implementation, and coordination across institutions. This made the workshop not only relevant but also instrumental to the work I do. What resonated most with me was the workshop’s constructive tone—open, forward-looking, and centered on cooperation rather than criticism. It encouraged genuine reflection on our coordination practices and challenged us to rethink how we implement reforms across sectors. The “reverse engineering” approach to planning was a key takeaway. It reshaped how I think about sequencing reform actions and has already influenced the way I approach mapping complex deliverables in our institutional workflows.
CEF’s tailored support for Kosovo’s reform context stood out as both timely and practical. The emphasis on clear internal communication, digital coordination tools, and the predictability of planning reflected our day-to-day institutional realities. These insights were not theoretical—they were ready to apply.
Beyond the workshop, the consultations with CEF experts proved extremely helpful. For example, while preparing Kosovo’s first semi-annual Reform Agenda report to the European Commission, one of the reform actions featured was the successful introduction of the electronic voting system by the Kosovo Assembly. With CEF’s expert guidance, we were able to draft the fiche and substantiate this milestone with credible documentation—demonstrating that reform impact can be not only implemented, but also clearly communicated and evidenced at the EU level. That experience perfectly illustrated how learning support can translate into real institutional progress.
What I appreciated most was the human dimension of the experience: being able to engage with peers, reflect on our shared challenges, and feel part of a regional community that learns together, supports one another, and strives to deliver meaningful reforms. That spirit of solidarity is something I value greatly and hope to continue fostering through future CEF initiatives.
