About the Forum

Public institutions are operating in an environment characterized by constant change, uncertainty, and complexity. Factors such as geopolitical shifts, economic volatility, digital transformation, and climate and environmental risks are testing the ability of institutions to make decisions fast, coordinate across mandates, and maintain credibility. This challenges traditional administrative models and require governance structures that are fit for rapid adaptation.

Addressing the central challenges of EU accession and convergence requires collaboration across institutions and levels of government. No single institution or level of government can tackle these issues alone. Resilient governance demands institutions to work across policy silos, anticipate and manage risks, and respond coherently to broad challenges including climate adaptation, digitalization, social inclusion, and competitiveness. This calls for governance arrangements that balance clear accountability with flexibility, learning, and innovation.

This forum focuses on how institutions in the region can act in times of uncertainty. It highlights what resilient governance looks like in practice: decisive leadership and accountability, rapid coordination across mandates, continuity of critical functions, and communication that protects trust when information is incomplete and pressure is high. Through dialogue across institutions and countries, the forum will surface practical approaches and capability priorities to strengthen performance and credibility within an increasingly complex governance landscape.

By emphasizing systems development and human capital, the forum seeks to empower ministries of finance, central banks, and other key public sector institutions to lead sustainable reforms, foster public trust, and deliver measurable results. The goal is to support public institutions to manage crises effectively and sustain reform and stability.

Who should attend

The event is by invitation only. The forum convenes CEF Governing Board members, CEF Coordinators, and senior managers responsible for delivery and institutional capacity from central banks, ministries of finance, and other key public institutions and international organizations.
