About this learning event

Public institutions in the Western Balkans face growing challenges related to brain drain and capacity gaps. Retaining talent is no longer just about recruitment but it requires strategic workforce planning, internal mobility, and organizational redesign to make better use of existing resources and create attractive conditions for professionals at all career stages.

This webinar will explore how smarter HR strategies can strengthen institutional capacity and improve talent retention. It will discuss practical approaches such as digital platforms for internal mobility, reorganization of staff, and long-term measures to build a sustainable skills base. It will highlight the importance of investing in human capital, fostering inclusive organizational cultures, and building knowledge ecosystems that align with institutional goals. By combining immediate actions with structural reforms, institutions can become more resilient and better prepared for future challenges. The session will also provide space for open discussion and exchange of views on the feasibility of implementing these practices in the current institutional context.

The webinar will offer a multi-level view on:

  • How internal mobility and organizational restructuring can address capacity gaps and improve retention.
  • Practical examples of good practices and lessons learned from different institutional contexts.
  • Challenges and limitations: what is realistically possible versus what remains aspirational.
  • Conditions and strategies that motivate professionals, both young and experienced, to stay and grow in the public sector.
  • How institutions can balance short-term needs with long-term workforce development.

Faculty:

  • Milena Popović Glavatović, Directorate for Strategic Planning in Public Administration, Ministry of Public Administration Montenegro, author of policy paper “Bridging Montenegro’s capacity gap: urgent measures to reinforce and restructure public administration for EU funds”
