About this learning event

Public sector institutions are advancing reforms in public financial management, including the transition from cash‑based to accrual accounting and the modernization of digital systems supporting these reforms. Financial Management Information Systems (FMIS) play a central role in enabling reliable, timely, and integrated financial information, supporting both operational processes and strategic decision‑making.
This three‑day workshop will explore how FMIS can effectively support the transition to accrual accounting, with Türkiye’s experience as the central case study and additional country examples shared through discussions among participants. Participants will learn about reform pathways, data and system requirements, and the integration of digital tools—including artificial intelligence—into accounting and reporting processes. The workshop will also highlight challenges encountered during FMIS implementation and present good practices relevant for countries at different stages of reform.

During this workshop, you will:

• Gain a clearer understanding of how FMIS supports the shift from cash‑based to accrual‑based accounting.
• Discuss key reform steps needed to modernize accounting and reporting systems.
• Review FMIS architecture and components, including expenditure management, revenue collection, guarantees, procurement, asset management, and personnel payment systems.
• Explore digital transformation elements
• Learn from country experience in Türkiye, Albania and New Zealand.
• Identify practical challenges and solutions relevant for countries introducing or upgrading FMIS.
• Reflect on the role of artificial intelligence in strengthening accounting, reporting, and internal control processes.

• Officials working in public sector accounting, financial reporting, and budget execution departments.
• Experts from line ministries, ministries of finance, and public institutions responsible for FMIS development or use.
