Knowledge Exchange for Developing Resilience in Tax Institutions
About this learning event
The visit aims to raise awareness of the importance of investing in knowledge management to strengthen and enhance the resilience of institutions. It is key that public institutions have a systematic understanding and invest in knowledge management as this can help organizations structure their processes, resources, and systems more efficiently. The learning activities will support institutions and teams to adopt practices that will allow them to act towards the concept of learning organizations.
The learning activities will foster peer learning and structured knowledge exchange among representatives of regional tax administrations and participants from the National Bank of Moldova (NBM). Participants will exchange experiences, reflect on practical approaches, and discuss how institutions can strengthen learning ecosystems and support sustainable organizational development. The program includes visits to both the CEF and the Financial Administration of the Republic of Slovenia (FARS) to gain insights into their tax academy. Additionally, there will be opportunities to discuss how AI technology can improve tax administration efficiency. FARS will demonstrate its AI-powered chatbot, which provides swift and effective answers to taxpayer inquiries. The program also includes a visit to the Bank of Slovenia, providing an opportunity to gain insights into learning and knowledge‑sharing practices in a central banking context.
Building on the CEF’s experience as a learning organization and knowledge hub, the program will combine presentations, facilitated discussions, and interactive sessions. These will help participants identify practices that support learning, collaboration, and institutional resilience across organizations.
Who should attend
CEF tax coordinators and other staff at tax administrations, responsible for training of tax officials from Albania, Kosovo, Türkiye, and Ukraine, and representatives of the National Bank of Moldova.

Practical information
Travel, accommodation, and hospitality costs for up to three selected participants from Albania, Kosovo, Türkiye, and Ukraine will be covered by the Ministry of Finance of the Netherlands, the Ministry of Finance of the Slovak Republic, and Ministry of Foreign and European Affairs of Slovenia.
