About this learning event

Digitalisation has significantly reshaped the functioning of public institutions, improving efficiency, transparency, and engagement with citizens. This course provides an overview of digital transformation in the public sector, introducing its core concepts, foundations, and approaches to measurement.

The course examines emerging technologies shaping public administration, with particular attention to regional trends and developments in the Western Balkans. It places a specific focus on artificial intelligence in government, covering relevant policy frameworks, implementation challenges, and implications for public sector practices.

 In addition, the course explores international perspectives on public employees’ attitudes and citizens’ trust in the use of AI in public services. Through targeted discussions and practical examples, participants will reflect on how digital transformation can be managed effectively and how adaptive, innovation-oriented approaches can be strengthened within public institutions.

By the end of the online course, participants will be able to:

  • Understand the key concepts and measurement of digital transformation in the public sector, with relevance for public financial management (PFM) and public administration reform (PAR).
  • Identify emerging technologies shaping public administration, with a focus on the Western Balkans.
  • Examine the role of artificial intelligence in government, including policy frameworks and implementation challenges affecting PFM and PAR processes.
  • Assess public employees’ attitudes and citizens’ trust in the use of AI in public services.
