Impact Assessment of Structural Reforms –Albania

Jun 9 – 10, 2025 Tirana, Albania No Fee

About this learning event

This event is designed to provide participants with a comprehensive understanding of various impact assessment methodologies and their practical applications.

In coordination with the Ministry of Finance of Albania, several reforms from the Reform Agenda (RA) have been selected for impact assessment prior to the workshop. These include:

  • Business sector reforms – Ministry of Economy, Culture, and Innovation
  • Human capital reforms – Ministry of Economy, Culture, and Innovation; Ministry of Education and Sports
  • Energy reforms – Ministry of Infrastructure and Energy
  • Digital reforms and Rule of Law – Ministry of Infrastructure and Energy; National Agency for Information Society; Ministry of Justice

CEF experts will work closely with the designated teams from the line ministries and agencies to conduct impact assessments, using a spreadsheet-based Impact Assessment Tool to support the analysis of economic impacts.

In addition, participants will work on drafting the narrative on the expected impact of their respective reforms. These narratives will be included in Chapter 5A of the Economic Reform Programme (ERP) and in the annual RA report.

Who should attend

Participation in this event is by invitation only and is intended for officials involved in the implementation of the Reform Agenda (RA) and the Economic Reform Programme (ERP), as well as other representatives of public institutions engaged in coordinating and implementing Albania’s reform agenda. The workshop is highly practical in nature; therefore, participants are not required to attend the full two-day program but are encouraged to join the sessions most relevant to their roles.

A detailed agenda will be shared upon confirmation of participation.
