Economic Reform Programme and Reform Agenda Teams Working towards EU Accession

This two-day conference will bring together Economic Reform Programme (ERP) and Reform Agenda (RA) coordination teams from the Western Balkans and Türkiye, alongside representatives of key European Commission (EC). The coordination teams of the Ukraine Plan under the Ukraine Facility and the Reform and Growth Facility (RFG) for Moldova will also join the conference, representing two of the most recent EU candidate countries.
The aim of the conference is to engage participants in meaningful and practical issues related to aligning reform planning, assessment and implementation, and reporting processes within the broader EU accession framework.
Discussions will focus on key topics that are relevant for both, the RA and the ERP teams, such as objectives and operational logic of the RGF, how to reflect findings from the Enlargement Report in reform planning and reporting, methods for conducting reform impact assessments, and the integration of costing and fiscal impact analysis. The conference will also serve as a platform for open dialogue with EC officials to align expectations and improve the quality of implementation and national reporting. A dedicated session will explore how reforms contribute to economic convergence, providing a direct link to the upcoming FISR 2 follow-up project.
Expected outputs include a clearer understanding of how RA and ERP processes can be better aligned, as well as improved capacity to coordinate implementation, assess and report on reform progress and economic and fiscal impact. In addition, participating countries will benefit from tailored EC recommendations for the design of more effective reporting frameworks.
Who should attend
The primary target audience includes national coordinators and teams working on ERPs and RAs, experts and representatives from the European Commission—particularly DG ENEST and DG ECFIN will also be directly involved, contributing to a constructive dialogue on experiences and expectations.
