As part of the ‘WeLead EU Scheme for Young Professionals in the Western Balkans’ (WeLead) project, an in-person study visit to the EU will be organized to strengthen awareness and understanding of strategic human resource development and talent retention, with a particular focus on young public officials. The study visit will also provide an opportunity to exchange experiences and good practices and support the development of a network of HR professionals.

The study visit will focus on the importance of investing in human capital as a key element of effective public administration. Particular attention will be given to approaches for attracting, developing, engaging, and retaining talent within public institutions, as well as to the role of strategic HR management in supporting institutional performance and long-term organizational development.

A specific focus will be placed on the engagement and retention of young public officials through supportive organizational cultures, learning and professional development opportunities, and effective knowledge-sharing and learning ecosystems. These approaches can contribute to stronger motivation and career development while enabling institutions to better utilize the skills and potential of young professionals in delivering their mandates.

The study visit will also explore how strengthened HR functions and institutional knowledge management can contribute to addressing brain drain. This includes developing institutional capacities for effective human resource management, knowledge retention and transfer, and ensuring continuity of institutional knowledge and expertise.
