The 2025 CEF-CIPFA conference marks our fifth joint public finance event in Southeast Europe—this time in partnership with the European Commission Representation in Croatia.
Bringing together public finance professionals, policymakers, and civil society, the conference will explore how strong PFM systems build transparency, accountability, and public trust.
Keynote speakers
The program includes presentations, panel discussions, and networking opportunities for cross-sector collaboration.
The event will begin with welcome remarks from Marko Primorac, Deputy Prime Minister and Minister of Finance of Croatia, Hana Huzjak, Economic Counsellor, European Commission, Khalid Hamid, International Director, CIPFA, and Jana Repanšek, Director of the CEF.
Marko Primorac
Deputy Prime Minister and Minister of Finance of Croatia
Work Area
Marko Primorac holds a PhD in Economics from the Faculty of Economics & Business, University of Zagreb. Before becoming a Minister of Finance of the Republic of Croatia in July 2022, he was pursuing his academic career as an associate professor at the Faculty of Economics & Business, University of Zagreb, Department of Finance. Due to his expertise in public finance, international finance and financial institutions, he was also a visiting professor at the Faculty of Law, University of Zagreb, postgraduate specialist study "Fiscal system and fiscal policy", and a guest lecturer at the Faculty of Organization and Informatics, University of Zagreb. His academic career also includes an international experience as a visiting researcher at the CESifo (Center for Economic Studies and the Ifo Institute), München, Germany and at the Glasgow Caledonian University, Glasgow, UK.
Besides his academic career, Mr. Primorac was a member of the Board of Directors of the Croatian Pension Insurance Institute and of the Finance and State Budget Committee of the Croatian Parliament. He was also a deputy chairman of the Supervisory Board of the Croatian Electricity Company, of the Audit Committee of the Croatian Lottery Ltd., and of the Supervisory Board of the Croatian Radio and Television, as well as a Chairman of the Audit Committee of the Croatian Radio and Television.
In the period between 2018 and 2020 he served as an economic advisor to the President of the Republic of Croatia, and as an expenditure policy advisor to the International Monetary Fund.
Hana Huzjak
Economic counsellor, European Commission
Work Area
Hana Huzjak is economic counsellor in the European Commission’s Reform and Investment Task Force. During her career in the World Bank, Croatian public administration and the European Commission, she was responsible for design and implementation of public policies and major investment programmes across Europe, focusing on sustainable growth. She holds MA degrees in economics and public policy, and a MSc degree in major programme management.
Khalid Hamid
CIPFA International Director
Work Area
Khalid Hamid has over 30 years’ experience in public audit, having held leadership positions in the UK, South Africa and the UAE. Throughout his career, he has been involved in an array of projects, including standard setting and capacity development, across the supreme audit institution community. Khalid has also been a member of several influential committees, including chairing the Financial Audit and Accounting Subcommittee of the International Organization of Supreme Audit Institutions (INTOSAI). He is currently a member of the International Federation of Accountants (IFAC) Professional Accountancy Organization Development & Advisory Group (PAODAG). Over the past four years, he has served as the International Director at the Chartered Institute of Public Finance and Accountancy (CIPFA), growing the institute’s global footprint, with a particular focus on integrating CIPFA’s offering for financial managers, accountants, auditors and other public finance professionals.
Jana Repanšek
Director, CEF
Work Area
Jana has served as Director of the CEF since 2017 and as Deputy Director from 2005. During this time, she has worked on or initiated several capacity development programs and projects in the fields of economic and fiscal policy design and implementation, internal audit, tax reform, health reform, and pension reform. Since 2011 she has led CEF’s strategic institutional capacity development effort that resulted in CEF’s becoming a globally-recognized regional knowledge hub. She was responsible for internal legal, organizational and HR-related issues that allowed for a smooth transition of the CEF to an international organization in 2015. Before joining the CEF, she worked for the World Bank in Washington DC from 1998 and before that, she worked in the private sector in Slovenia. Jana holds an MSc degree in Public Policy and Management from the University of London, SOAS. Her professional focus is on institutional capacity development, managing organizational change, public policy and strategy, public financial management, and international development cooperation.
