Green Taxation: Progress on CBAM
About this learning event
As the EU’s Carbon Border Adjustment Mechanism (CBAM) moves into its next major phase in January 2026, countries in the EU neighborhood and beyond are intensifying efforts to align their national systems with this new EU regulation. The transition to a low-carbon economy, with its growing complexity, calls for adapted policies and strengthened administrative and revenue capacities. For public administrations, understanding the operational, fiscal and policy dimensions of CBAM is crucial for smooth adaptation, maintaining competitiveness and safeguarding public finances.
This two-and-a-half-day annual regional workshop is designed to support public officials in navigating the changes brought by CBAM. It will focus on practical tools and insights to adjust tax and fiscal systems to the new energy and climate landscape, as well as on key steps in carbon-pricing reforms.
With a mix of expert-led sessions, hands-on exercises and peer learning, the workshop will provide an interactive environment for sharing experiences, examples and solutions across countries. We will explore the rationale and implications of the CBAM regulation, examine its technical functioning and implementation, and reflect on the challenges it presents for public administrations. Participants will work through the main issues related to CBAM, including what it implies for their national contexts, how countries are approaching carbon taxation reforms, and the economic and administrative readiness required to manage these changes.
Who should attend
This workshop is designed for policymakers from tax administrations, ministries of finance, environment, energy, as well as other relevant institutions. Professionals working on, or interested in, green taxation and related policy areas, environmental regulations, climate strategies, or any cross-cutting initiatives related to the green transition are welcome to apply.

Practical information
Travel, accommodation and hospitality costs for up to two selected participants from Albania, Armenia, Bosnia and Herzegovina (up to three), Bulgaria, Croatia, Kosovo, Georgia, Moldova, Mongolia, Montenegro, North Macedonia, Romania, Serbia, Slovenia, Türkiye, and Ukraine will be covered by the Ministry of Finance of the Netherlands, the Ministry of Finance of the Slovakia, and Ministry of Foreign and European Affairs of Slovenia.
