Green and Digital Transformations, and Promoting Equality



Sustainable development, driven by green and digital transformations, is gaining attention in the CEF learning and knowledge sharing program. Green public finance management fosters a cohesive government approach to tackling climate change, while digitalization enhances efficiency, transparency, and accuracy across systems.

Public leaders and policymakers play a vital role in driving these transformations. They must adopt new mindsets, invest in green and digital skills, and create an enabling environment for systemic change—aligned with institutional mandates and in collaboration with stakeholders.

We help institutions embrace the green agenda and digitalization not just as regulatory or technological upgrades but as transformative processes. By understanding their strategic implications, public officials can make informed decisions, advocate for concrete actions, and drive meaningful change. Our target institutions also contribute to a more equitable society by removing systemic barriers and implementing policies that ensure equal opportunities for all.

2026 Highlights

workshop

In 2026, we will strengthen institutional capacities and foster collaboration for effective climate action through activities that build practical skills and knowledge. Public officials will improve their ability to plan and implement green policies, finance the green transition, and integrate climate considerations into macroeconomic analysis. They will gain expertise in ESG reporting and sustainable finance instruments such as green bonds and taxonomy in the Western Balkans.

Our program will help participants turn climate policy into actionable measures, enhance data collection for the green transition, and communicate climate change effectively. Officials will also build skills to form partnerships and coalitions that reinforce institutional resilience.

We will also continue integrating digital transformation into its learning program and promote peer exchange on EU-aligned practices for secure and efficient public processes. A highlight will be a hackathon on Central Bank data analysis, where participants solve real challenges through coding—driving innovation and collaboration across public institutions.
