Translating Climate Policy into Action: Insights from Slovenia
About this learning event
As an EU member state, Slovenia has committed to ambitious climate goals in line with the European Green Deal and the EU Climate Law. Its transition to a low-carbon economy is guided by key instruments, including the Integrated National Energy and Climate Plan and the Long-Term Climate Strategy until 2050. Implementation is supported by the Climate Change Fund, financed through revenues from the EU Emissions Trading System, and the Eco Fund, which provides soft loans and grants for environmental investments. Additional support comes from regulatory and fiscal tools such as carbon pricing, green public procurement, sustainable and sustainability-linked bonds, and incentives for energy-efficient building renovation.
The study visit will focus on how different financial instruments are being translated into concrete interventions and projects in practice. Participants will explore examples from Celje and its wider region, ranging from smaller local interventions to broader initiatives supported through EU funding and other public financing mechanisms. The visit will highlight projects in areas such as energy, mobility, culture, and the economy, with attention to their environmental, social, and economic sustainability.
This activity is linked to the Financing the Green Transition Conference and complements its discussions by offering participants direct insight into how Slovenia plans, finances, and implements green transition measures in practice, while reflecting on how similar approaches could be adapted in the Western Balkans.
Who should attend
This study visit is intended for public officials from the six Western Balkan countries, working in ministries of environment, climate change, and finance, as well as for other public institutions involved in supporting, financing, and implementing the Green Agenda.
