CEF Forum 2025: Strengthening Institutional Capacity for Reform Implementation and Impact

The world is changing at an unprecedented pace, driven by geopolitical shifts, technological advancements, and evolving societal expectations. In this rapidly transforming landscape, public interest has never been more deeply challenged. Public institutions are under increasing pressure to deliver on the promise of successful reform implementation. The ability of governments to adapt, innovate, and implement impactful reforms is critical to ensuring economic resilience, social fairness, and sustainable growth.
At the upcoming CEF Forum in Montenegro, the CEF Governing Board members and invited guests will engage in a discussion on enhancing the abilities of institutions to effectively plan, execute, and sustain reforms. They will focus on leadership, knowledge management, and in-depth technical knowledge and skills. These are crucial for ensuring that reforms lead to improved governance, economic resilience, and social equity, while also helping candidate countries progress on their EU integration path.
The Forum will provide a platform to highlight challenges, share successes, and draw lessons from each other’s experiences. Special attention will be given to Montenegro, our host country, and the current frontrunner in the EU accession process among Western Balkan nations. Montenegro’s achievements, particularly in judiciary, justice, and security, as well as in public procurement, and overall public administration reform provide valuable examples of how comprehensive reforms can support the EU integration process.
The Forum will also feature insights from international and regional organizations on how they can support capacity development within institutions and countries to better implement and sustain their reforms. By fostering collaboration and knowledge-sharing, these organizations contribute to the overarching goal of building successful economies and fair societies across Southeast and East Europe and a stronger, more integrated, and resilient Europe.
