Internal Audit and Risk Assessment of Green Measures within the Reform and Growth Facility

Internal audit units within line ministries, ministries of finance, and other institutions involved in the implementation of reform measures play a key role in ensuring both the effective delivery of these measures and the reliability of related reporting. This is particularly relevant for reforms that contribute to broader green policy objectives. Auditing projects implemented within the framework of the Reform Agenda and the Reform and Growth Facility, especially those contributing to the objectives of the Green Agenda for the Western Balkans, introduces new and complex challenges for internal audit units. These include increased expectations regarding the quality of audit planning, execution, and reporting, as well as the need to integrate risk assessment and risk management into audit processes.
This two-day workshop will focus on the practical aspects of auditing and risk management in the context of reform measures, with particular attention to those contributing to key green policy areas such as climate, energy and mobility, circular economy, depollution, sustainable agriculture and food production, and biodiversity. These areas will be used as illustrative examples throughout the workshop, recognizing their specific complexity in terms of design, data availability, and performance monitoring.
Through practical exercises, participants will work on risk-based planning, including assessing whether and to what extent risk assessment is required for different types of measures, as well as on the execution and reporting of audit engagements, using selected green reform measures as case studies. The workshop will also emphasize the importance of effective cooperation with coordination and technical teams responsible for the implementation of measures. This collaboration will be explored through practical scenarios to strengthen communication, alignment, and a shared understanding of risks and controls between auditors and implementing bodies.
